What Is Indicator 13?
The Individuals with Disabilities Education Act (IDEA) was reauthorized on December 3, 2004, and its provisions became effective on July 1, 2005. In conjunction with the reauthorization, the U. S. Department of Education through the Office of Special Education Programs (OSEP) required states to develop six-year State Performance Plans in December 2005 around 20 indicators, on which data will be submitted annually (beginning February 2007) in Annual Performance Reports.
The 13th Indicator relates to transition services for students.
Current measurement language for Indicator 13
“Percent of youth with IEPs aged 16 and above with an IEP that includes appropriate measurable postsecondary goals that are annually updated and based upon an age appropriate transition assessment, transition services, including courses of study, that will reasonably enable the student to meet those postsecondary goals, and annual IEP goals related to the student’s transition services needs. There also must be evidence that the student was invited to the IEP Team meeting where transition services are to be discussed and evidence that, if appropriate, a representative of any participating agency was invited to the IEP Team meeting with the prior consent of the parent or student who has reached the age of majority.” (20 U.S.C. 1416(a)(3)(B))
Every state is required to collect and report Indicator 13 data along with their other State Performance Plan Indicator data in their Annual Performance Report due in February each year.
Data collection procedures
To help states collect data to meet Indicator 13, the National Secondary Transition Technical Assistance Center (NSTTAC) developed an Indicator Checklist, in consultation with the OSEP in 2006 and updated it in 2009 and 2012. This checklist is not required, but offers states and districts an OSEP-approved resource for data collection and use. There are two versions:
Indicator 13 Checklist Form A meets the minimum requirements for collecting and reporting data on Indicator 13.
Indicator 13 Checklist Form B breaks out the same items across the goal areas of training, education, employment and independent living skills. This multiple column form allows a school, district, or state to more deeply analyze professional development and program change needs by providing data on each item for each postsecondary goal area.
Indicator 13 includes eight factors
Indicator 13 measures eight different factors that must be present in the transition IEP:
- Are there appropriate measurable postsecondary goals in the areas of training, education, employment, and, where appropriate, independent living skills?
- Are postsecondary goals updated annually?
- Are measurable postsecondary goals based on age-appropriate transition assessment(s)?
- Will transition services reasonably enable the student to meet his or her postsecondary goals?
- Do transition services include courses of study that will reasonably enable the student to meet his or her postsecondary goals?
- Do annual goal(s) relate to the student’s transition services needs?
- Was the student invited to the IEP team meeting where transition services were discussed?
- With the prior consent of the parent (or student who has reached the age of majority), was a representative of any participating agency invited to the IEP team meeting?
